feat(frontend): add debounce mechanism to chatStateMachine.ts #588

Summary

We need to implement debounce mechanism in chatStateMachine.ts to improve the user experience and align with our design guidelines on Stellar Wave.

Acceptance Criteria

• Update chatStateMachine.ts logic
• Add unit tests verifying behavior
• Ensure no regressions in existing frontend UI
