There must be a way to request removal of old (read UNMAINTAINED) CIA bots.

If applicable, what steps will reproduce the problem?
1. Create CIA account, put CIA bot on your project's IRC channel.
2. Disappear from the Earth.
3. Nobody from that channel will be able to remove the CIA bot, or update it 
with new stuff (new repositories etc).


There is no way to request CIA removal, or take-over of the CIA bot.
Every project may have this problem.
