I propose we use zh_hans and zh_hant as default language short code when meet i18n issue at first .
My reason is that we focus on content in diffrent languages but not on areas or other things, so keep open and welcome diffrent language users.
In another hand,do not use zh_cn, zh_tw or zh_hk, zh_sg,zh_mo and so on in our translation work firstly.
