PNZSUMRY needs to flag error when no results available

When Bernese has thrown away the data for the submitted RINEX file but continues to 'process' until the last ADDNEQ2 stage, but fails to write a SINEX file because there are no estimated results.
The script needs to flag up an error and kill the process when it encounters a skeleton SINEX file.
