[CI] Add Nightly Build of Split LLVM Build #10144
Description
The consolidation of CI testing around unified LLVM/MLIR/CIRCT builds means that we are removing coverage of the split LLVM/MLIR + CIRCT build.
Add a CI job in nightly (or somewhere else?) that tests that this works.
