This PR consolidates the PPC64LE buildbots by:

  • Merging the flang and mlir bots together
  • Combining the clang and lld multistage bots together

LGTM, this removes a lot of redundancy that existed between the bots (i.e. different bots building or testing the same things) so I think this is a good change.

@madanial0 @daltenty Do you guys mind having one more look at this PR, after the consolidation of the flang/mlir bot with the clang bot?
