Add local model pipeline for communication chat summaries

A new pipeline in Pyris is needed to integrate Iris into the communication section of Artemis. This pipeline summarizes a chat conversation to send the chat history to OpenAI without violating any data privacy of students who did not accept their data being sent to OpenAI.
