Compliance Report β€” FY2026 Q3

Document: LAMG-COMP-001 Prepared by: Asset Management Analyst, Lunar Asset Management Group Date: 14 August 2026 Classification: Confidential β€” Compliance & Legal Reporting Period: Q3 FY2026 (June–August 2026)

1. Executive Summary

This report documents the Moon portfolio's adherence to applicable international treaties, national regulations, and internal compliance policies. The portfolio operates within a unique regulatory environment: the primary governing instrument (the Outer Space Treaty, 1967) was drafted before any human had set foot on the Moon, and the most recent regulatory developments (Artemis Accords, 2020) are non-binding multilateral political commitments rather than enforceable law.

Despite this, LAMG maintains a rigorous compliance posture. The Moon has been in continuous regulatory good standing since 1967 β€” a compliance streak of 59 years, or approximately 788 lunar orbital cycles, with zero violations, zero enforcement actions, and zero regulatory inquiries. This is partly because we are diligent, and partly because there is no regulator with jurisdiction over the Moon.

Important

This compliance report is a creative exercise. LAMG is not a real entity. The Moon is not a regulated asset. No regulatory body has jurisdiction over lunar asset management. This document is presented as an analytical demonstration of how a real asset management compliance framework would be applied to an unconventional asset class.

2. Regulatory Framework

2.1 Applicable Treaties

Treaty Year Status Relevance to Portfolio
Outer Space Treaty (OST) 1967 In effect (114 ratifications) Primary. Prohibits national appropriation; establishes "province of all mankind" principle
Rescue Agreement 1968 In effect (98 ratifications) Low relevance; applies to astronauts, not assets
Liability Convention 1972 In effect (96 ratifications) Moderate; covers damage caused by space objects (micrometeorite deflection liability)
Registration Convention 1976 In effect (53 ratifications) Low relevance; applies to launched objects, not natural bodies
Moon Agreement 1979 In effect (17 ratifications) Limited. Major space powers (US, Russia, China) did not ratify; creates "common heritage of mankind" principle for lunar resources

2.2 Applicable National Regulations

Regulation Jurisdiction Relevance
US Commercial Space Launch Competitiveness Act (CSLCA) United States Resource extraction rights for US citizens; applies to LUN-018, LUN-019 if US-operated
Luxembourg Space Resources Law Luxembourg Resource extraction rights; European commercial framework
Artemis Accords Multilateral (non-binding) Behavioral norms for lunar operations; 45 signatories as of 2026
FAA Commercial Space Transportation Regulations United States Launch/reentry licensing; applies to transport, not surface operations
FCC Spectrum Licensing United States Communications; applies to LUN-021 (far-side radio zone) coordination

4.2 Internal Audit Findings β€” Q2 FY2026

Finding Severity Status Corrective Action
Lease file for LUN-022 (Tidal Contract) lacks formal counterparty signature Low Resolved Original contract predates written language; documented as "implied by physics"
Procurement PO-2026-007 (regolith sampling equipment) exceeded authorization threshold by 15% Medium Resolved Reissued with correct approval level; supplier credited difference
Far-side radio zone frequency registration lapsed 2 months Low Resolved ITU re-registration completed; no interference occurred during lapse

5. Risk Register β€” Compliance

Risk ID Description Probability Impact Mitigation Status
COMP-R-001 OST Article II challenge to resource extraction rights Medium High Legal opinion on file; monitor Moon Agreement discussions Active
COMP-R-002 Heritage site disturbance by third party Low High Buffer zones; UN notification protocol Active
COMP-R-003 Frequency interference at LUN-021 Low Medium ITU coordination; quarterly spectrum audits Active
COMP-R-004 New regulation requiring environmental impact assessment for lunar activities Medium Medium Pre-positioned EIA template; monitor COPUOS Active
COMP-R-005 Liability for micrometeorite debris impacting third-party spacecraft Very Low High Liability Convention analysis; no claims filed to date Active

6. Financial Regulations Adherence

6.1 Anti-Money Laundering (AML)

Requirement Status Notes
Customer due diligence (CDD) on all counterparties βœ“ Compliant NASA, ESA, JAXA, IAU β€” all government entities; CDD on file
Suspicious activity reporting βœ“ N/A No suspicious activity; no financial transactions above $50,000 in Q3

Beneficial ownership identification βœ“ N/A All counterparties are sovereign entities; beneficial ownership is public record

6.2 Financial Reporting Compliance

Requirement Status Notes
Quarterly performance reporting to stakeholders βœ“ Compliant Q3 report delivered August 2026
Annual audited financial statements βœ“ Planned FY2026 audit scheduled Q4; auditor: none appointed (no GAAP framework for lunar assets)
Segregation of duties βœ“ Compliant Analyst prepares; Portfolio Manager reviews; Investment Committee approves
Record retention (7 years) βœ“ Compliant All records retained since portfolio inception (1967)
Valuation methodology documentation βœ“ Compliant DCF model v3.2 documented; methodology approved by Investment Committee

Note

The annual audit presents a unique challenge: no audit firm has a lunar asset valuation practice. Deloitte, PwC, EY, and KPMF were each approached in 2024; all declined, citing "lack of comparable transactions," "absence of going concern indicators," and "the Moon is not a business." We have retained the files for analytical purposes and note that being turned down by Big Four audit firms is, in itself, a form of documentation.

8. Certification

The undersigned certifies that, to the best of their knowledge and belief:

  1. The Moon portfolio is in compliance with all applicable treaties, regulations, and internal policies as of 14 August 2026.
  2. All material compliance risks have been identified and are being actively managed.
  3. All reports and documentation are accurate and complete.
  4. No violations, enforcement actions, or regulatory inquiries have occurred during the reporting period.
  5. The Moon continues to orbit Earth without regulatory incident, as it has for 4.51 billion years.

Important

This certification is made with the understanding that no regulatory body has jurisdiction over lunar asset management, no audit standard applies to celestial body portfolios, and the "compliance framework" referenced herein is a creative application of real-world asset management compliance methodology to a non-regulated asset class. The compliance streak of 59 years is real in the sense that no violations have occurred, and also real in the sense that no regulator exists to determine whether any violation has occurred.

Compliance is not a destination. It is a journey. In the case of the Moon, it is a 4.51-billion-year journey with no destination, no map, and no traffic police. We walk it diligently.
