igs/lordgun.cpp: Cleanups and updates

- Split driver state per hardware configurations
- Reduce duplicates
- Reduce literal tag usage and runtime tag lookups
- Suppress side effects for debugger reads
- Make some variables constant
- Fix possible sprite wraparound
- Fix spacings
- Use lowercase hexadecimal values
- Add/Fix notes
- Use BIT helper for single bit values
