Any chance of a global tooltip / popover provider?

Sometimes popovers and hovercards get confused and stick around on the screen. I was wondering if a global showPopover method on eg the modals manager might be useful, so you could pass in an href and use a single call rather than needing to explicitly use PopOver components everywhere? And then only one could be displayed at a time.
