Deprecate Marp team specific actions in favor of using `actions/github-script`

This repository provides simple actions about GitHub. It has been created in early of GitHub Actions, but currently actions may be able to be replaced with actions/github-script.

It's difficult to maintain custom actions securely, so replacing them with simple scripts will improve future maintainability.
