Normally, scale factors correspond to the sample size (i.e., are between 0 and 1). The counts scale factor is inverted: for a 10% sample it needs to be set to 10 instead of 0.1.
The simwrapper dashboards are not affected because there is a separate counts analysis script which uses the simwrapper scale factor.
