Claude code action not pusing the work

TODO: feels like that claude code action thinks it is living in a local machine and does not know that its running inside of a ci workflow. We need to update claude.md(which code action reads too) so that it pushes the work by default at the end.

All the reason it has given to me is implicit ones like azure execution environment, ubuntu, running path, and branch naming. Therefore, I will assume that there is no explicit instruction about the running environment.

Either:

1. Add prompt to CLAUDE.md to check the running path and branch name in order to determine the running environment, and if its in CI, make it sure that it commits and pushes the result before ending the job

2. Edit the claude code action yml so that it programmatically modifies CLAUDE.md to explicitly mention that it is running in CI before running the agent.

• or the agent gets a issue thread or a PR thread content in the initial prompt

The agent should assume that it is running inside a ci environment, and it should commit, push, and open a draft PR by default even when there is no explicit request from the user, if it involves modifying codebase. If its a question, conversation in the thread, or purely analysis over the codebase, it does not have to commit push and pr.
