python 3.6 packages

PR #16 was merged, but the python 3.6 packages are not yet available on

https://anaconda.org/menpo/opencv3/files

When will the packages be generated, or are there any other steps needed? @patricksnape

Update: the windows packages are all very old, so it seems they are not generated any more

Windows requires a lot more work to get working. Simply adding 3.6 likely won't be enough. For Linux (which is the only thing that actually ran) the files are there
