It probably is best to correctly renumber this to:
- 3.1 => 3.1
- 3.2 => 3.2
- 3.1 => 3.3
- 3.3 => 3.4
- 3.4 => 3.5
- 3.5 => 3.6
However be aware if this renumbering is done, also the cross references to the sections in text in sections 3.1 (the second, wrongly numbered one) and section 4.1.b should be updated.
