Certainly, it needs to be optimized.

If it's the very first time, it's understandable, as dependencies need to be downloaded.

But when I try to clean and rebuild again, it's the same story.

Need project-wise logs to ascertain which one takes more time. I've added my .NET app project as a reference to the Aspire project, but it isn't appearing in the logs for restore and build. The time is accounted for only in the Aspire project.

If you can reproduce this on the command line, pass /bl to dotnet build or dotnet restore or whatever is taking 2 minutes and send us the msbuild.binlog
