Repro Steps:

1. Launch Azure Data Studio.
2. Tab to Connections icon (if not already selected) from left bar.
3. Tab to 'Servers' header and enter on 'New Connection' icon.
4. Provide server and windows authentication details, enter on 'Connect'.
5. Tab till "Encrypt" and "Trust server certificate" field.
6. Observe that The tooltips for "Encrypt" and "Trust server certificate" are not accessible with keyboard.

Actual:

The tooltips for "Encrypt" and "Trust server certificate" are not accessible with keyboard.

Expected:

The tooltips for "Encrypt" and "Trust server certificate" should be accessible with keyboard. The customized tooltips should be provided for the "Encrypt" and "Trust server certificate".

User Impact:

Keyboard users will not be able to get the additional information provided about the fields as tooltips are not accessed with keyboard.
