Add testpasses for dynamically linked OpenSSL to MsQuic CI

MsQuic built with a dynamically linked OpenSSL 3.5 must be added to the CI test passes.

• Execute on runners with a recent enough version of OpenSSL 3.5
• Runs a matrix of test equivalent to what runs on with QuicTLS in hybrid-linked mode
