Python environment seems to eat CPU cycle after selecting a kernel in a jupyter notebook in vscode. #432

Python environment seems to go into rapid fire logging stuff like the following, seems stuck in a loop of some sort. Details and repro - at least repro for me, are available at microsoft/vscode-jupyter#17377 .
