Mumble server doesn't launch on Windows 10

Description

The mumble server component does not run at all and is not logging any errors. Previous version installed on my system (1.5.857) worked perfectly

Steps to reproduce

1. Install version 1.6.870 of the server on Windows 10
2. Run server executable

No errors are logged, and when attempting to use winDbg, it reports as the program supposedly triggering a debug breakpoint
Also, using any command line options does nothing, and the program doesn't output anything, not even with invalid launch options

As of yet, nobody knows. We don't have a stack trace, no crash report. There is this mysterious breakpoint which makes no sense. We don't know, if it is maybe possible to start a 1.6 server using some combination of settings and/or CLI options. Maybe the zeroconf/bonjour option is causing a problem? Anything is possible. Somebody could bisect the commits on the 1.6 branch but this will take a long time as this means multiple complete compilations in a row.

So basically, @zapy85, we would appreciate every possible help/information.

Just running the server without any launch options should make it start with default settings and that's still the case, it does however still break.

Running with --ini does the same.
Running with --ini and bonjour=false does the same.

so, tried some more.
with an earlier sqlite present the server wont start, it does not create a new sqlite either when its started.

--foreground does not seem to work at all.

**right click menu does not work and is know to be broken in this version.

theres more issues underlying here, devs noticed that some of the launch options have stopped working for both client and server.
if i have a sqlite database present it wont read it and start.
it wont create a new sqlite if the mumble-server.ini isnt placed in %localappdata%/mumble/murmur
so work in progress atm.
