ROSES - Use Ground Tools to process off-line packets

Description

A number of projects (e.g. Ingenuity) do not have live coverage. Instead, the project delivers a set of packets in the form of files. Given that project-specific wrappers have been already removed, show how to process the frames back into a CSV file for telemetry, events, and data products.
