Need to move installation to a new host and upgrade from 2.1.27.35 to 3.1.0

hi everyone, i have to do a quick migration from one host to another host and after that i have to upgrade from old version 2 to version 3.1. the migration from the old host has priority.
what i have:

• root access to old system
• mysql access as user only
• network to the new host

what i don´t have:

• mysql root access

so what are the step to move to the new host.

i tryed the following:

1. downlaod the same version as the origin from github
2. copy the data from origin server to the new server and overwirte the settings
3. dump the mysql data as user and import it to the new sql server
4. faceing the problem that the root user is used for db connection and i don´t know how to set a new password in the settings.php because it seams to be encrypted.

so maybe someone here to help me?
