Unable to create settings file

Hello, I'm a newbie for using teampass. I want to install it to windows server (but especially in local Windows 11 in this case). I did install steps from https://teampass.readthedocs.io/en/latest/install/install-windows/. The install step "Create settings file" is running endless. It sound familiar for anyone, please?
