Export option not available

Hello,
I am trying to export the password from a Teampass server which I administer (but did not set up). According to the doc, once the "Export" feature has been enabled an "Export" link should appear in the left navigation bar. However, this is not the case for me. These are the settings (logged in as admin):

But if then I log out and log back in with the "User" account, I cannot see any option to export:

Am I missing something obvious, or is my installation broken/missing some feature?

There are a few errors in the log, but nothing that seems relevant to this caase:

You have missed one setting:

You need to assign a role and after that you will have this option.
