Test and publish RC version of JS and integration clients

SUMMARY

After merging #303 and releasing alpha versions of integrations/sapphire-viem-v2, integrations/sapphire-wagmi-v2, and clients/js/sapphire-paratime, we should stabilize and publish RC versions.
