add basic labels for PR and Issues

labels improve finding the correct issue and/or pr

for now you should just add:

• tracker
• feature
• bug
• needs-info

but i also see some use the titles as labels(eg: https://github.com/pewdiepie-archdaemon/odysseus/pull/1268 , https://github.com/pewdiepie-archdaemon/odysseus/pull/1236 ) , so a proper procedure should be decided soon, otherwise this will become even more of a mess then it already is
