Use UV for python package management?

@pewdiepie-archdaemon Are you OK with using https://docs.astral.sh/uv/ in the project? It would give more deterministic builds when people are building the image locally with a lockfile.

I can probably submit a PR for this, just wanted to check to see what's preferred.
