Networking TS draft

In proposal.md, draft N4643 is referenced as the current Networking TS draft. However, from the working draft repo:

it seems the most recent draft number is N4695.

@droccom @jeffhammond thanks for the help! i've made modifications in PR#4 to resolve this issue. I snagged that draft number from a particularly old version of the networking TS.
