Provision Docker Cloud with a new base stack

Description

We already have a Docker Cloud Stack configuration setup for Data Package Pipelines and Redash. Ensure that we also run the Authorised Keys, Logspout, and Backup to S3 containers. Once this is setup, a bare version of this stack (without secrets) could be added to this repo as an example of running Measure on Docker Cloud.

Tasks

• Get base stack of Adam
• In the openknowledge organisation on Docker Cloud, add the new stackfile and run the services in the current infra pool ( should have enough compute power there without spinning up a new machine yet, but check with @akariv too )
• Start a page of documentation (GitHub wiki, or just a section in the README) on deployment of Measure to Docker Cloud ( even though you can't complete the documentation as you haven't coded Measure yet :) )
