The cancel_contract function previously allowed cancellation from Disputed and Refunded states, which could:
- Strand funds in dispute resolution
- Enable double-refund scenarios
- Violate accounting invariants
Solution: Added state guards to reject cancellation from terminal/in-resolution states.
