Migrate github documentation to Google Drive Wiki

github documentation isn't really all that accessible and we would have better control over editing in Google drive so we'll start moving docs there.

Just pinging @lianilychee so she knows my intention to do this work eventually. Maybe we can find someone to delegate this too also.
