Adopt addon v1beta1 APIs in addon-framework

Which means:

• addon-framework will no longer use v1alpha1 API since v1.3.0
• addon-framework v1.3.0 can only work with ocm equal or higher than v1.2.x
• addon-framework v1.2.x will be the last release that supports addon v1alpha1 API, which will be supported in on longer period (we have to decide how long it will be).

Thanks, #379 this is the last one I was working on. @haoqing0110 has an updated version fixing tests that she might be able to push in this week.
