CNCF .project repository rollout - OCM requirements and process management

This issue is to officially begin preping for CNCF's .project initiative:

TLDR: CNCF will open a new repo in the OCM project called .project. This will be a place for project metadata to live to allow CNCF automation to more easily learn about the project for important things updating the CNCF Landscape automatically when details change, running governance audits, and validating maintainer rosters.
