[pastebin] menu entry is showing on public pages

Bug Description

The pastebin app menu entry is showing on public pages.

Reproduction Steps

• enable the pastebin app
• create a public link for a folder
• open the public link without being logged in
• open the app menu on the top left

Expected Outcome

The pastbin app shouldn't be there.

Actual Outcome

The pastbin app is listed.
