Instructor Dashboard enabled by default

Description

Instructor Dash is going to be enabled by default in Verawood.

1. Find out what the name of the backend flag is
2. Add it to a conditional in tutor-mfe as usual
3. Turn the frontend app on in tutor-mfe as well
