* fix: bump pbf to v5 for @mapbox/vector-tile 3.0.0

@mapbox/vector-tile 3.0.0 requires pbf v5, whose exports changed:
the default export is gone in favor of named PbfReader/PbfWriter.
Bump the pbf dependency to match and update the Overture query
plugin's import accordingly.
