Layers with a remote data-url - show last fetch/refresh time and/or history

If you add a (vector) layer that has a remote source, you can manually "Refresh" that data-url or set up an "Auto Refresh". It would be nice to have a "last refreshed" timestamp somewhere or even a refresh history so you can check if you really have the latest data.

This was already implemented in #1614. It is already avaialble in the web version and will be included in the desktop release sometime next week. You can build from source if you want to use it before the next release.
