[matter] Add support for colour temperature lights in matter bridge

Thanks to the matter bridge I have migrated (almost) all devices from the Google home integration to local communication. The only thing left are some colour temperature lights. Would be awesome if this could be added to the matter bridge as well. As I understand it, it's already supported by the matter client, so hopefully not too much work needed.

Just for info for whoever might implement your request: There is now a light state machine in OH Core that would really only require a few lines of code. You may also look at the HomeKit binding which implements the state machine and also is not so dissimilar to Matter.
