"Any formats" requires a dedicated mapping

There is a need for mapping to "any format" for tools and actions. The "identify" is the classic case, we shouldn't map file identification to a particular format. Identifying a file that you already know the format of doesn't feel a sensible.

A PAR Action may or may not specify file format(s) in the constraints array. If this array is empty (which the default value), then the action accepts any file format
