[Core] Adaptor is scheduled twice

The problem is caused because of the interaction between ScoutManager and AdaptorManager. ScoutManager is first time called when a new SourceAdaptor is created. As plugin is null this causes call to the AdaptorManager which links the plugin with SourceAdaptor and updates the entry in the KB. This causes the second call to the ScoutManager this time with plugin different from null.
This is obviously a design flaw which needs to be reconsidered.
