CA: fix Wahab SD-10 end date and add upper 10 vacancy

Aisha Wahab left California Senate district 10 to be sworn into the U.S.
House (CA-14) on 2026-09-02; her last day in the Senate seat was
2026-09-01, not the bot's 2026-09-09.

settings.yml: add ca upper district 10 vacancy with
vacant_until 2026-12-07. No special election is being held because the
vacancy occurred after the Aug. 7 nomination deadline in the final year
of the term; the Nov. 3, 2026 general election winner takes office on
the first Monday in December (Cal. Const. art. IV, sec. 2).
