We've seen an instance of a wallet which has incomplete issuance related records that prevent a successful indy to anoncreds upgrade. In this particular case there was a rev reg record without the corresponding private record used for encryption. This is unexpected and unclear why it happened as this tenant was very old. However, there should be a tool that repairs this tenant most likely by deleting corrupted and unusable records from the wallet.
