Is the $HOMEBREW_CASK_OPTS_REQUIRE_SHA variable taken into account?

The documentation says so.

However, even though I’ve set the variable HOMEBREW_CASK_OPTS_REQUIRE_SHA=1 in /etc/homebrew/brew.env.
I don’t see it in the brew config output.

In addition, I can download the spotify cask, which has sha256 :no_check in its formula.
