Zooming in/out of gallery image popups on a desktop

Describe the Problem

On a desktop, when trying to zoom in on gallery images in a popup (both Lightbox and non-Lightbox) that are linked to a media file, the zoom is currently limited to a single magnification factor (about 150%) using the magnifying glass cursor. Can't zoom in any further, and also can't zoom in/out dynamically using a mouse wheel.

Propose a Solution

Add an adjustable setting under the image gallery content settings for the maximum allowable zoom factor in the image popups. This would allow a maximum zoom factor to be set or selected that is appropriate for the resolution of the associated media files. Website users could then zoom in further on high-resolution images.
Also add the ability to dynamically zoom in and out of images using a mouse wheel.
