Regal v0.31.0 Released

This release of Regal updates to OPA v1.1.0, continuing to solidify support for v1 Rego with some nice new rules, performance improvements and bug fixes too.

New Rules

• use-object-keys: Prefer object.keys(input.object) over comprehensions for clarity.
  More details.
• non-loop-expression: Move expressions independent of loop variables outside loops for better performance.
  More details.

Fixes & Enhancements

• Performance Improvements: Reduced allocations in linting, refactored shared functions, and removed dead code.
• non-raw-regex-pattern rule can now be auto-fixed via regal fix.
• Configuration Loading: Regal can now fall back to ~/.config/regal and better handles nested workspace config files.
