[SLP-6] - Freeze YieldBlox Exploit Stellar Accounts

This is a discussion thread for SLP-6.

SLP-6 freezes three account entries using the frozen ledger key mechanism defined in CAP-0077. These accounts are currently blocked by validators at the overlay layer. This proposal moves the block to a network configuration.

This seems like a better way to freeze the accounts involved in the February YiedlBlox exploit. It's less frail, more transparent.
