This document provides a comprehensive summary of the graceful shutdown feature implementation for the Stella Bill backend service. The feature enables safe, coordinated shutdown of the HTTP server while ensuring all in-flight requests are properly drained and cleanup callbacks execute successfully.

Phase 1: Request Draining (configurable timeout)
- Server stops accepting new requests
