oidc based authorization

Hi!

Burrito will definetely benefit from having OIDC bsaed authorization.

This can be done in 2 ways

1. simple request claim(s) that need to be present on the JWT to get authorized at all
2. more advanced setup that will allow per-tenant access based on claims in the token

The workaround in #142 works short-term but I think the real fix needs to happen at the connection pool level.
