Replace usage of HPA autoscaling/v2beta2 to autoscaling/v2

Briefly describe the feature

• 'autoscaling/v2beta2' which doesn't work w/ k v1.27 > (have to use autoscaling/v2, which has been introduced since v1.23). Replace the usage of the beta API to the upstream version.

What problem does this feature solve? Please link any relevant documentation or Issues

• be able to use this feature in latest kubernetes
