Bump 9c-main backoffice image to PLD-1351 (git-d945d34)

Deploys the release-notice generator change that uploads notice JSON
directly to the 9c-assets S3 bucket instead of opening a GitHub PR
(NineChronicles.Backoffice PLD-1351 / PR #80, commit d945d34).
